Personal:

I was born in Venice, Illinois. Attended Dunbar elementary School in Madison, Illinois and finished Lincoln High School, June 1955, in East St. Louis, Illinois. Twenty-eight years of my adult life was devoted to this country in the military service. This service brought me to the former George AFB in July 1981. I took up residence in Victorville, CA in December 1982 and retired from the Air Force in November 1983. Subsequent to the passing of my former wife, Daisy M. Glasper in November 1997, I moved to the City of Adelanto, after my marriage to the former Evelyn Malcom in November 1999.

Education:

Graduated from Park University, Parkville, Missouri, October 9th, 2003, with a Bachelor of Science Degree in Business Management, with a 3.36 GPA.

Occupation:

Retired Military and U.S. Civil Service. I was last employed as a Federal Civil Service Employee with the U.S. Army Airworthiness Flight Test Directorate at Edwards AFB, California from February 21, 1984 to December 20, 1996. During this period, I achieved the position of Chief of the Supply and Maintenance Division and retired as a Grade WS-17. On November 4, 2004, I was elected to the City Council for the City of Adelanto, CA. for a four-year term.

Military service:

I served in the U.S. Air Force from October 4, 1955 to November 30, 1983. I achieved the highest enlisted rank of Chief Master Sergeant (E-9). I was awarded: Meritorious Service Medal with one oak leaf cluster; Air Force Commendation Medal with two oak leaf clusters; Air Force Good Conduct Medal with on Silver oak leaf cluster and one oak leaf cluster; Small Arms Expert Marksmanship Ribbon; NCO Professional Military Education Graduate Ribbon with one oak leaf cluster; Army Good Conduct Medal with one oak leaf cluster; Air Force Longevity Service Award Ribbon With one Silver oak leaf cluster; National Defense Service Medal; Air Force Overseas Service Long Tour Ribbon; Vietnam Service Medal with one Bronze Star; Air Force Outstanding Unit Award with three oak leaf clusters; Republic of Vietnam Gallantry Cross with Device; Republic of Vietnam Campaign Medal.

Community Activities & Services:

I am President of the Victor Valley NAACP Branch 1082. I am a City Council Member for the City of Adelanto, and Mayor Pro Tem. I am the Victor Valley District and Technical Coordinator for the AARP/TAX-AIDE Income Tax Program. I am the lead volunteer for preparing Electronic Tax returns in the Victor Valley High Desert areas for Senior Citizens and low-income families. I am an usher and a member of the volunteer money counting team at Faith Community Church in Victorville. I am a member of the AMVETS Post 20, VFW Post 9410, and AMERICAN LEGION Post 229 all of Adelanto, CA. I serve on the Board of Directors for the Adelanto Community Resource Center. I am a member of the Victor Valley African American and the Hispanic Chambers of Commerce and the City of Adelanto Chamber of Commerce. Lastly, I am a member of the following Prince Hall Fraternities: High-Desert Lodge No. 107 F&AM, PHA, Victorville, CA.; Rio Grande Consistory No. 24, El Paso, TX; Oro Temple No. 9, El Paso, TX; Grand Inspector General 33 Degree of The United Supreme Council A.A.S.R of Freemasonry, S.J., U.S.A.
